Last Monday Governor Carroll appointed Thomas Arthur of Logan as district judge to take the place on the bench to fill the vacancy caused by Judge Green's resignation and who was elected to Congress to take the place of Hon. W. I. Smith. The appointment holds good until the 1912 election.
