corrected by regarding every officer on dnt\ Willi troops in the Southern States as agents of the Freedmeii's Bureau, and then have all or ders from the head of the Bureau sent through department commanders. This would create a responsibility that would secure uniformity of action throughout the South, would insure the orders ami instructions from the head of the Bureau being carried out, and would re lieve from duty and pay a large number of em- , ployees of the Government.
