Crossman, Chief Justice Cartter has issued an order, answerable on the 2d proximo, upon the mayor, the two boards of council, and the city register, to show oause why an •injunction should not be granted restraining them, or either ortheitt, from paying from the corpora lion fund any expenses "incurred in conducting the recent election to obtain the sense of the voting papulation of the city upon the ques tion of negro suffrage, and also from paying from said fund the cost of printing five hun dred copies of the speech of Mr. I.loyd, Presi- j dent ol" the Hoard of Aldermen, in opposition to equal suffrage. It is difficult to conceive whether this novel idea, originating with those holding local federal appointments here, is the ebulition of partisan spleen, or the evi dences merely of a purpose, in connection with j the postmaster, to give a broad intimation to the President that his views of suffrage and j the white man's present superiority over igno rant "freedmen" do not suit their high j mightinesses. Thirteen different propositions are now pending before the House Committee on the j Jiid'<i;iry to amend the Constitution of the United .States, one of which, introduced by Mr. Schenck, to apportion representatives among the several States according to the number of actual voters, has been agreed on, and will probably be brought before the House next month. This is another scheme of the Radicals to perpetuate their power over the •South; but inasmuch as it requires the sanc tion of three-fourths ol the States, it will hardly be as successful as the anti-slavery amendment, which only became a part of the fundamental law of the land by the action of some of the late rebellious States. disabled sen annas. THE NEW BANKRUPT 811.T.. This bill, which, in all its provisions, is simi lar to that of the last session, has been intro duced, read a second time, and referred to the Select Committee. The suggestions made by Edwin James have been adopted by the com mittee, and little doubt is entertained but that it will become Law this session. It provides a system of voluntary and compulsory bank ,,. .ptcy, and is clear and simple in its details, relieving the honest and punishing the fraudu lent debtor. As to the state of public feeling at the time of the adjournment, it would be idle to deny that 1 the President's haste in relieving the Pro j visional Governors while Congress was in sos i sion, and engaged in the discussion of measures bearing upon that subject, elicited very unfa- I vorable comments even from many of those who are not inclined to find fault with the President except in extreme oases. It isaskesl, certainly not without pertinence, what has occurred to induce the President, after having but a short time ago ordered the Provisional Governors to hold on, Suddenly to order the aaane Provisional Governors to surrender the governments of their States, all this without taking the sense of Congress upon the matter, j Being taken as a want of consideration for the legislative branch of the government, this measure could not be calculated to j foster that good feeling which promised so grow up between the President and i Congress, especially as it, is looked upon | by many as an uncalled-for breach of the tacit understanding, which was generally presumed to exist, that the Executive would permit things to remain in statu quo until Congress had spoken its mind. The impression is gain ing ground that the President, while pro fessing great anxiety to avoid a conflict with Congress, is endeavoring to push forward the execution of his own plan, regardless of the will of tho National legislature. Such a course would naturally lead to sharp differ ences, and arouse the temper even of those who so far have been studiously cultivating harmony and good feeling.— Correspondent yew York Tritmne.

The Liberals are masters of the whole coast between Vera Cruz and Tnspan. The Anstrians have met several defeats, and Mar shal Bazaine says that the northern frontier must be put under the double protection of the Emperor of Mexico and the Emperor of the French. m Heavy Snow on the Plains. F/tRT Kkarxkt, December 21.—At seven o'clock this morning the thermometer here stood at. twenty tight degrees below zero. Ileavv snow storms have fallen on the plains lately. It is drifted in hollows between here and the Missouri river to the d pth of fifteen to twenty feet. No coaches have arrived from Atchison for the last two days. The Fenians. New York, December 24.—1t is reported that Colonel O Mahoney has received dispatches from the "Head Centre," Stephens, calling for prompt and decided action r»y the Fenians. "LouisviM.E, Ky., December 22. — Mayor Tomppert has been deposed from offlce by the board of aldermen, who sat ns a court of im peachment. Ten of the aldermen voted in fa vor of his impeachment and two against it. The Tax on Tobacco. LorisviLLE, Ky., December 23.—This morn ing's newspapers publish an elaborate article on the subject of taxing leaf tobacco, written by a gentleman fully conversant with the sub ject . He takes strong ground against the posi tion assumed by the Tobacco Convention recently held at* the Cooper Institute, New York He contend? that the proposed taxing of leaf tobacco would be injurious alike to Government, the planter and the maufac tnrer. This is a matter of deep interest to the peo ple of Virginia. Those of them who manu- j factnre tobacco will be likely to favor the New York proposition, while those of them who ! raise that plant will be apt to concur with the views of the "Louisville writer. New York, December 24.—The Heralds To ronto special says an agent of our Post-office Department and the United States Consul in Toronto have recently found in Dond, in the custom-house in that city, ten thousand dol lars' worth of United States three-cent letter stamps, part of a consignment to a house here by the Confederate agent in Liverpool. Our Government received information in August last, and an injunction on the stamps has been gotten out, and the question of their proprietorship is shortly to be argued }*» ro * Canadian court. It will be remembered that an accident occurred near the Uehvy House, by which one or more cars were broken, and while workmen were en- I caged with a derrick, endeavoring to get the broken car off the track, the tram in which Mr. Austin was seated passed on its way to this city. Mr. Austin had his head Mtingon his arm, against the windnw, when the ear came in contact With the corner of thehroken car, with the above result.
