Eisenhower Doctrine
American foreign policy during the nineteenth century was based upon the twin principles of non-entanglement and the Monroe Doctrine. Non-entanglement, as declared by George Washington, told the world that the United States would not be drawn into wars or “entanglements” in Europe. The Monroe Doctrine was, Its corollary. It stated that the Americas were no longer open to European colonization. In effect, by these twin principles we had. drawn a line around North and South America and said to Europe, we will not cross this line, and you must not cross from your side.
■Two World Wars showed us that our nineteenth century iso, lationlsm was no longer feasible. We cannot depend upon a line around our hemisphere to protect us from the rest of the world ^ equipped with the means to destroy us or control our minds. The Test of the world, enemy-wise, is of course international communism. Now the line* must be drawn around the communist countries themselves, regardless of where they are, and the communists ordered not to cross.
A step in tSls direction was taken by President Truman when he drew a line in the Balkins and declared Greece and Turkey “off limits’*'to Russian invasion. History now calls this-the “Tru,man Doctrine.” President Eisenhower would extend the line further to cover the near East, another step toward the eventual containment of militant communism. *
How much better would it have been, tioweve. if the United Nations had been set up in a practical fashion? Then the,containment of communism could have been the cooperative action and responsibility of all the free world. As it is, the United States must assume that responsibility, and pretty much go it alone, outside the framework of the United Nations. Each time we do, we show the U. N. for what it is: an expensive, impractical bauble. vThia It will remain, as long as the power to veto gives Russia the power to obstruct world action.
