President Johnson yesterday transmitted to the Senate deeply interesting reports recently made to him on the condition of the South by General Grant. General Howard and General Sohurz, accompanying them by a brief message, wherein he recommends an early restoration of the States lately in rebellion to all the rights and privileges Which they forfeited by at tempting to break up the Union.
