Senator.Russell branded the bill “a monstrous proposal to establish the power to bring the military forces of the United States to bear against the white South” and a measure which would ‘‘vest in one man. the Attorney General of the United States, greater powers over the American people than any other man, including any President elected by the people, has ever possessed.” President Eisenhower’s comment on Senator Russell's exposition was that claims of the bill’s broad application were, “rarher incomprehensible” to him. as the objective of the measure merely was “to prevent anybody Illegally from interfering with any individual’s right to vote.”
