Fifteen residents and property owners of the Town of Washington spoke at a public hearing on Dec. H> of their concerns about the financing oi a new wastewater system and their ability to pay.
The project, which had been authorized by the town at an ear' tier meeting, is at this point, a fait accompli a done deal, But that didn't stop many from expressing irritation that the council had not clone enough to either offset the costs or; prepare residents for what was to come.
Most of those who spoke in trout of a crowd of some 45 residents land some non-residents), and the council expressed skepticism about the draft ordinance and the financing details of the project which include assumptions that most homeowners will be able to pay the $7,500 plus access fee and that the Avon Hall estate will be easily disposed of and for a price that has already been incorporated into the finance model.
Peter Luke, Commonwealth Attorney and town property owner, noted that the model issumed t he collection of much of the project costs up front.
If we can’t sell Avon Hall, how do we make up that deficit,” he asked.
The town, he said, seemed to have “Hit its eggs itt one bosket" and that it needed a good Plan B,
Diane Bruce, Circuit Court Clerk and homeowner on Cay Street, was a little more blunt in her assessment of the model. She said that there was "too much that was not absolutely clear” and that at this point, much of the financing model was "pie in the sky.”
Pawn Kvenson, who lives on Piedmont Avenue, echoed those sentiments and told the council that t hey should “have the financing really nailed down before we start tearing up streets."
Kvenson went on to say that none of us think we’re going to sell Avon Hull" m this economic climate. Kvenson also raised concerns of "how much in excess of $7,500 we re going to have to pay” referring to the connection turd septic decommissioning costs that
