Under a completely separate ruling body, high schools are expected to con tinue operating with the free sub . stitution rule, which is believed to be physically beneficial to the : younger boys. The high school governing body is the National Federation of High School Athletic Asociations. H V. Porter, executive secretary of that group, said last week the Asso ciation's rules tor 1953 are already made up. For high schools free substitu tion enables more boys to partici pate. and helps protect them against injuries. The latter are known to occur more frequently when a boy is exhausted from protracted playing.
