If the bank actually got into substantial operation in tne grain belt, the principal effect in this area would appear to be increased feed prices for fanners haviW livestock and poultry to feed.

Particularly disturbing to me was the broad authority given Secretary Benson to say where and how the $1,200,000,000 would be used, and the instructions given him in the conferees’ report not to hesitate to march a farmer into a Federal court on charges of violating the highly-technical regulations which Washington bureaucrats admitted would be required to administer the bank.

As a matter of fact, this patchwork farm bill with such gadgets as its two-priced certificate plan on wheat and its requirements that general farmers be experts on different sets of rules for each commodity if they hoped to stay clear of stiff penalties, forced me to rile conclusion that it was a legislative monstrosity which would be a costly and cruel joke on the farmers of the Valley and adjacent areas of Virginia.

Party lines were split on die voting on both the conferees’ bill and the last-minute alternative < whipped up at the instance of Secretetary Benson. The failure was bipartisan. From the standpoint of the farmers of this region, I could not, in good concience, support either misadventure in agricultural legislating.
