11. There shall be exempt from . the operation and requirements of this ordinance all vehicles exempt-, ed ffrjm die imposition of state, county, city and town ordinances under the provisions of Article 1, Chapter 3 of the code of Virginia of 1950, as amended. \ Il2. In the event any provisions ; of this ordinance is*declared unconstitutional or otherwise invalid, the such shall not invalidate other provisions of this ordinance.'
13. Any person violating the provisions of this ordinance shall be guilty of a misdemeanor and shall, for a first and each subsequent conviction thereof, be pun. ished by a fine not to exceed One Hundred Dollars ($100.00) or by confinement in jail not to exceed 10 days, either or both. *And it is ^further ordered that the said resolution ,be published in the Rapahannock .News, a newspaper published in the county of Rappahannock, and having general' circulation therein, and as required by law. and it is further ordered that notice be published in said newspaper,1 as required by law, once a week for four (4) successive weeks,- showing the proposed new motor vehicle license tax for the vear beginning 15th day of April, 1958, the purpose of such new tax is to provide a sinking fund to "be ear-marked “Building Program for Schools”, the rate of said new tax being Ten Dollars ($10.00) for each and everv auto, mobile and motor truck and Three ■ Dollars ($3.00) for each and every. motorcycle. The date and place for the public hearing on the - said proposed county tax is set for Wednesday,•„ April 2. 1958. at 10:00 O’cock A. M. at the Court house of $aid County, at Washington, Virginia. And the Clerk of this Board is directed to give notice of the proposed tax by publication in the Rappahannock News for thirty days (30) prior to such public hearing, setting forth the date, time, place and purpose of such hearing.
