Washington— Cold shivers ran through parts of Washington officialdom last week when a report reached the Nation’s Capitol that the United States Navy had sent a boarding party onto a Russian ship on the high seas off Newfoundland. The news was received against the grim background of the Berlin Crisis. We do not know the kinds of fear which may be felt in official circles in Moscow, but the capitals of the nations of the free World react acutely to incidents which might trigger a war.
A few hours after the first dispatch, the Washington nervousness subsided somewhat, with details indicating the boarding was a routine check for possible sources of transatlantic cable damage, done in accordance with an internatioal agreement to which the Soviet Union was a party. -I
