budget cuts By Stephen Dakeinu Rapiwhiumwk Nvwt* Staff Writer Everyone knows that the state of Virginia is heading into a budget shortfall — by some estimates as high as $3.2 billion over the next fiscal biennium — but nobody has a clear idea of what that wiU mean for local governments like Rappahannock County. County Administrator John McCarthy has said that county government and institutions already ’ are operating at staffing minimum s, and should the I Virginia General Assembly begin to cut back on j state funding for certain positions, the county | would likely have to pick up the slack. Trying to determine who will be affected, said McCarthy, is like, “punching a giant marshmallow,’* to keep from being suffocated. Nobody knows where the cuts are going to fall.
