If the Israelis gain nothing from their withdrawal, and their recent war is left without having achieved any advantages whatsoever, the government of President Ben Gurion will be under heavy pressure to act to save face and to satisfy the Israeli population. Therein lies the danger of war in the Middle East. Secretary of State John Foster Dulles has indicated a crisis may develop in the near future and these developments may occur before you read these lines. The United States is committed to Israel’s po sition and has affirmed its beliefs in the rights of Israel to use the Suez Canal and the Gulf of Aqaba. However, we do not believe the Arab States intend to give in on this point, and when the showdown on this question comes, the crisis in the Middle East may be as hot as ever. In case of war between Israel and the Arab States, the United States should do everything possible to keep clear of it. The picture is unclear at the moment, j and Washington can only hope that it will 1 be possible to localize any conflict which may develop.
