The Civil Defense effort in the United States is fine, as far as it goes, but no one has given Civil Defense enough thought or enough push to actually pre pare this country for eventualities which will occur in case of Sudden attack. Russia has reportedly made far greater preparation for surviving atomic attacks than the United States. Russia is reported to have many factories in the Ural Moun tains, widely dispersed, and the Russian economy could probably function more ef ficiently after an atomic attack than could ours. The Russians also have a natural ad vantage of a greater area, and this makes it all the more advisable for the United States to safeguard its industrial centers. This has not been done, is not being done and probably will not be done sufficiently in the near future. Wv are once again trusting to luck, faith and the stars, which may be neutral.
