All nineteen cities and counties opposed the President’s position on ten questions. These included the ten-year forign aid program, liberalization of the immigration laws, and the plan to raise the threecent letter postage to* four cents. They did not agree with the Administration’s opposition to my bill to make so-called junk mail pay first class rates, and they favored letting a farmer grow as much wheat as he needs for feed on his oWn place, without regard to quotas.
On the junk mail bill, the majority was the heviest registered on any of the questions. Only 4% of those answering opposed this bill.
All nineteen thought any new Federal highway program should merely provide more money on the present matching basis, and all 19, contrary to Administration position, favored the legislation to expand social security now pending in Congress. All 19 were heavily opposed to the integration of races in the public schools.
