As explained earlier by confer^ mce Board representatives, the . plan' woud call for the payment by farmers of one cent out of the six cents a gallon now refunded to them for gasoine .used for agricultural purposes. The one cent would go into the ‘‘talent bank", and would amount to about $5 to $10 a year for the average farmer, , A bill to be introduced to the further provide that: {1) a referendum be held .every two year* in which fanners would have an opportunity to vote 0,1 whether or not to continue to support the talent bank; (2) each farmer who does not if ish to have one cent of h» gasoline tax refund used in the bank can, by application, l get a refund; and (3J the onecent-per-gallon levy would apply to all farm-used gasoline.
