We did not start a missile program until 1951, but Russia startrd'hers in 1946. t : The Russians have worked much 1. ’ rder on their scientific programs than the United States has. The Russians graduate twice as many engineers and scientists a year as the United States does, consequently they are able to progress more rapidly. In the United States our scientists are not paid for any overtime work, so we can’t blame them for not doing extra' work. We have not placed enough stress on the values of science to our nation. Today only two out of fifteen students take physics in high school./
There has been a waste of talent and funds in scientific development in the United States. Iri my opinion the competition between our armed forces in working on scientific projects has hindered our progress. There should be a concerted effort of our armed forces, so that they can work toward the common goal in unity. A great deal of money' could be saved if we did not have to build separate testing centers for the Army, Navy and Air Force. The scientists of the armed forces could achieve more by working together than by working separately. For these rea-, sons I believe the Russians are ahead of us in the scientific field.
