T Washington—W«t h adjournment approaching, the final chapters are befng written ir, the appropriation record of the first session of the 86th Congress. A daily tabulation appearing in the Congressional Record shows that a majority of these spending measures already have cleared the Capitol, have been signed by the President, and are law. The largest awaiting final Congressional action is the foreign aid appripriation.
In looking over the tabulation, we find that Congress has voted less money than asked by Mr. Eisenhower in each spending bdl passed, to date, with the exception of one for the Department of Health, Education and Welfare, in which medical research funds were increased substantially over the President’s budget figures.
It often is pointed out, with justification, that action oa appropriation bills is not the full measure of federal spend'ng activity.
