This has been done in such activities as slum clearance and airport construction. The department or agency may make contracts obligating the United States, but is given no immediate appropriation. When the bills come due under these contracts, Congress has no choice but to approve the appropriation. To uo otherwise at that point would be to default on an obligation of the Government; incurred by authority of law.
It can be seen that, while a tabulation of the appropriation bills for a given year will not give the entire picture of spending in that year, much of the non-appropriated spending turns up in the appropriations of later years.
