Whatever the final figure is on the reductions made by this Congress in the money requests of the President, it will not represent, in my view, the best that could have been done. Additional hundreds of millions of dollars could have been shaved from the budget without endangering our defenses or denying the people clearly essential federal services, and budget problems of future years could have been eased by a determination to avoid new money commitments outside the budget structure.
