V i In his message to Congress last week. the President indicated he i- would prefer that it not be called ' foreign aid," befcause “this name is often used as though the program were some sort of giveaway ’ or handout to foreigners, without benefit' to ourselves.” He then hammered again on his point that our own national defense demands that we continue to give substantial financial help to other countries: - *
