11, There shall be exempt from1 the operation and requirements of this ordinance all vehicles exemptled from the imposition of state, county, city .and town ordinances - under- the provisions of Article 1, Chapter 3 of the code of Virginia of 1950, as amended.
12. In the event any provisions of this ordinance is declared unconstitutional or otherwise invalid, the such shall not invalidate other provisions of this ordinance.
13. Any person violating the provisions of this ordinance shall be guilty of a misdemeanor and shall, for a first and each subsequent conviction therrof, be pun. ished by a fine not to exceed One Hundred Dollars ($100.00) or by * confinement in jail not to exceed 10 days, either or both. . And it is further ordered that the said resolution be published in "the Rapahannock Sews, a newspaper published in the county of Rappahannock, and having general circulation therein, and as required by law, and if is further ordered that notice be published in -said .newspaper, as required' tyv law, once a week for four (4) success:, iv* weeks, showing\jhe proposed new motor vehicle license;tax for the vear beginning 15th day of April. 1958, the purnose of such new tax is to provide a sinking fund to be ear-marked, “Building Program for Schools”, the rate of said new tax being Ten Dollars ($10.00) for each and every auto, mobile and motor truck and Three Dollars (&?.00) for each! and ey<ry motorcycle. The date and place for the public hearing on the said proposed county tax » set for j Wednesday. April 2.- J,w58, at 10.00 O’cock A. M. at the Cou'rt hoqse of said County, at Washington. Virginia. And the Clerk of this Board is directed to give notice of the proposed tax by publication in the Rappahannock News for thirty days (30) prior to such public hearing, . setting forth the date, time,; place and purpose of such hearing. ‘
