11. There shall be exempt from the operation and requirements of this ordinance all vehicles exempted from: the imposition of state, county, city and town ordinances under the provisions of Article 1, Chapter 3 of the code of Virginia of 1950, as amended. «
12. In the event any provisions of' this ordinance is declared unconstitutional or otherwise invalid, the such shall not invalidate other provisions of this ordinance,
