Harrison WASHINGTON — When I was privileged, last fall, to address a convention of the Virginia Association of Chiefs of Police, I directed nty~remarks to a chain of Supreme Court decisions Which had operated to overturn State laws and hamper alarmingly,' the forces of law enforcement in their efforts to protect citizens.
At that time, I undertook to point out that the full effect of these decisions had received relatively little public notice, because they had been overshadowed by the controversy over. the Court’s public school integration decision.
The problem finally is receiving some active attention in Congress. Last week, by a roll call vote of ,294 to 79, the House passed a bill to counteract some of the disruptive effects on legitimate police activity of the so-called Mallory decision of the Supreme Court.:
Andrew Mallory, convicted negro rapist,, was freed as a result of the decision, wherein the Court hdd there had been “unnecessary (dj*lay*\ in his arraignment before a. magistrate because he first had been taken to police headquarters for questioning, during the course of Which he confessed the crime. There was no contention that his confession was other than completely voluntary.
