Mr. Lisenhower urged, particularly, that the Congress be generous in its foreign aid appropriations. He asked again that our immigration laws be liberalized to admit many more aliens. He reiterated his recommendations for expansion of the coverage of the Federal Wage and Hour Law, and noted that the Secretary of Labor had told Congress that the federal minimum wage “could be increased moderately without disruptive effects upon the economy.”
Other matters on which the Presdient asked Congress to take action included a plan of federal aid in school construction, two huge water storage and power projects in the West and a voire in the Congress for Guam and the Virgin Islands.
The most controversial matter on which Mr. Eisenhower requested Congressional action this year, however, was his plan to provide hospitalization and other health benefits for the aged.
In his special message to Congress asking it to put on steam, the President had cautioned that, “for America’s sake, we must resist the temptation, this year or any year, to overspend the taxpayer’s hardearned dollars and ovcr-centralize responsibilities in the Federal Government,”
