Waiting for an opportunity to get back to the Confederacy—and home was very trying to the officers and crews of the ships in European waters under the control of Commander Bullock. The crew ' members could be found in nearly all of the European ports..trying in some way to secure passage on ships sailing for* Bermuda, Trinidad, Nassau and other islands along the coast of the Americas.
They were strange looking travelers, dressed as they were, in any kind of clothes, as they dare not ^.wear the uniform of the Confederacy.
Always mindful of the needs of the men “who went down to the sea in ships”_Commander Bullock notified them all that he was staying in Liverpool, for an indefinite time._at the same address— that he could be reached there by anyone who needed him.
The message brought a measure of comfort to them all. They knew that it came from a man with the soul of a Soldier—who would help them if he could.
Following Shortly after Commander Bullock’s letter announcing the surrender of General Lee at Appomattox came the announcement of a change in the situation. The following announcement was sent to all .of the ship commanders in foreign waters.'
“The terms of a proclamation issued by the President of the United States are such as to exclude most of the officers of your command from the privilege of returning at once to their original homes and I would advise all of you to come to Europe, or wait elsewhere, the further develop-., ments in the United States before venturing to go to any part of that country of the Confederate States.
Circumstances you will readily understand, the force of which you will appreciate, compel me to be brief and general in these instructions.
