APPROVAL OF A STATEMENT OF ENVIRONMENTAL REVIEW FUNDED THROUGH

THE VIRGINIA CLEAN WATER REVOLVING

LOAN FUND Public Notice No. : EA/NRO400 First Publication Date: May 8, 2008 The Department of Environmental Quality has issued a Statement of Environmental Review for a wastewater project proposed to be funded through the Virginia Clean Water Revolving Loan Fund. The Applicant is the Town of Washington. The proposed project consists of the construction of a new wastewater collection system throughout the Town of Washington with a conveyance system to a new 60,000 gallon per day wastewater treatment plant near Avon Hall with discharge to the Rush River. The review of the Environmental assessment conducted on this project indicates that either significant environmental impacts will not result from the proposed project or significant environmental impacts have been eliminated by making changes in the project. Consequently, a preliminary decision not to prepare an Environmental Impact Statement has been made. Persons may comment in wnting to the Department on the proposed approval of the Environmental Assessment within 30 days from the first publication date. Comments shall include the name, address, the telephone number of the writer and shall contain a complete, concise statement of the factual basis for the comments. Only those comments received within this period will be considered by the Department. Following the comment period, the Department will make its determination regarding the approval. Public Notice - Environmental Permit PURPOSE OF NOTICE: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality regarding a landfill in Rappahannock County Virginia. PUBLIC COMMENT PERIOD: Thursday. May 1, 2008 to Tuesday June 17, 2008 > PUBLIC HEARING: Rappahannock County District Courthouse. 250C Gay Street, in Washington, Virginia at 6:00 p m. on Monday. June 2, 2008. Permit name and number: Rappahannock County Sanitary Landfill, Permit No. 520 PERMIT APPLICANT: Rappahannock County FACILITY NAME AND LOCATION: The Rappahannock County Sanitary Landfill is located at the termination of State Route 639, approximately 0.5 mile north of the intersection with U.S. Route 211 and about 10.7 miles west of the Town of Warrenton. PROJECT DESCRIPTION: The Rappahannock County Sanitary Landfill has applied for a modification to its permit that allows the facility to install one of four proposed alternate landfill cap designs on landfill Cell 3 of the existing facility in Rappahannock County. Virginia. This modification to the permit would incorporate a revised Closure Plan, Design Plans, calculations and model results. Tech nical Specifications, a Construction Quality Assurance Plan, a Landfill Gas Management Plan, and an updated closure cost estimate in Permit No. 520. The revised plans, calculations, and modeling results indicate that the performance of the proposed alternate cap designs will exceed that of the required final cover system outlined in the Virginia Solid Waste Management Regulations. HOW A DECISION IS MADE: After public comments have been considered and the permit appropriately modified. DEQ will make the final decision. HOW TO COMMENT. DEQ accepts comments by e-mail, fax or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ within the comment period.
