ASC Program
The Agricultural Conservation Program is net a subsidy, handout, rural relief or income supplement program, but it is an incentive program to get more conservation on individual farms needed in tho public interest than would be possible if fanners were to depend entirely on their own resources.
It is a cost-sharing program in which fanners as participants pay a substantial part of the cost of the practices in money, their labor, use of their owrt farm machinery, or in materials. It is a democratic program in which most of the planning and operation is in the hands of farmers, administered by county and community committeemen, all fanners elected by their neighbors.
