Mr. John Knowles of Richmond, who is Assistant A:torre" General, represented the Compensation Board.
The judges decision was as follows:
“We believe that the evidencejustifies the employment of a full time assistant for the Commissioner of Revenue and that the allowof $2,400 a year is die minimum amount which would have to be paid to obtain a competent full time assistant.
If a full time assistant is employed, the Commissioner of Revenue would be relieved to some extent in the performance of her duties and that therefore her salary should remain as is The judges were Judge R. V. Snead, Rappahannock, Judge J. H. May, Staunton and Judge Robert Armistead of Williamsburg.
Mrs. Spalding was appointed to fill the unexpired term of her late husband Robert L. Massie in October 1951, and was elected to office in November 1951 and 1955.
