2. Increasing highway construction costs are both a Federal and State problem. When we think about how to raise the money for the Federal shares, we must abo think about what the States will have to do to raise their shares.
Last week, the newspapers reported that engineers of the State Highway Department were giving the bad news to local officials and civic groups in Rockingham and other counties that no funds would be available for other than routine maintenance work on the secondary roads. I „do not believe highway users generally will cheerfully pay more to keep a grandiose interstate highway program on schedule while the roads close to home, on which they rely for daily transportation, are given no more than a lick and a promise.
