Those which appear to offer acceptable shelter for 50 or more persons will be inspected and identified as either acceptable or potential shelters or else they will be eliminated from further consideration. Acceptable structures will be marked with identifying signs visible to the general public.

This program will not be large enough to guarantee survival for all of our citizens in a large-scale nuclear attack. The program offers the greatest amount of protection against nuclear attack that can be made available to our civilian population in the near future, while actively exploring possibilities of greater shelter capacity later on. This survey program, including marking of community shelters, .is scheduled to be completed by December 31, 1962.
