Though a trip to work probably isn't the first thing that comes to mind, the Ruppahannock-Rapidan Regional Commissions Commuter Services Program is hopeful that its new bus service might change that. D.C.. program co-coordinator Sue Hromyak announced Monday Beoleton-based Scenic America Inc. will operate the . bus under its Connect Vurgkna brand, said owner Scott Merriman. who pointed out that customers may sign up and pay online. Reservations are required before riding. Merriman said, adding that the company will offer free test rides than Dec. 22 until Jan. 2. The bus. which holds about 45 passengers, will leave Wjurrenton at 5:55 am. with stops at the Rosslyn Metro station and throughout the District. It is slated to return at 6:30 pan. Ticket prices will be $290 for a monthly reservation, $190 for a 20-ticket punch book (advance sale, unreserved) one-way tickets with a three-month expiration. $22 for a one-day unreserved roundtrip ticket (sold in advance, if space is available) and $1? for a one-way unreserved ticket (sold in advance if space is available). The monthly reservation costs about $14 a day Merriman said, adding that the bus qualifies for Metros Smart Benefits program. “When considering the cost of driving, must people think only about how much they pay for gas. News Stuff Writer Rappahannock County High School senior Austin “AJ” Collins. 16, is going to Washington, and just might get to meet President Obama. Collins is one of two student representatives selected to represent Virginia as part of the U. S. Senate Youth Program. The program - established in 1962 - selects two outstanding students from each state and the District of Columbia to “spend a week in Washington experiencing their national government in action.” The selection also includes a $5,000 scholarship award far each of the student representatives. Little did he and the others know that by the end of the evening they would find themselves in need of aid from another fire and rescue company in a role reversal caused by a driver alleged to be drunk. Fincham - a volunteer with the Washington Fire & Rescue Company - along with Jonathan Bankston (an EMTi and two other younger volunteers were at the firehouse when a call came shortly alter 10 p.m. for Bobby Baldwin who had fallen 10 feet from a ladder onto a concrete floor at his home in Cad Brown Hollow in Washington. At fcrsr however. thakywasn't the only thing Baldwin would have fbTridfure mat evening. * Fincham. a driver and Bankstoo along with Amanda Smoot and Charles Burke — still a trainee and only recently cleared to go on calls - responded to the call from Baldwin’s home. Baldwin’s injuries were not life threatening which is why only one EMT went with the two younger members in the back of the company’s largest ambulance known as “Big Red." The crew picked up Baldwin and were transporting him to Fauquier Hospital when the ambulance was struck by a silver 2002 Lincoln sedan just past the intersection of routes 211 and 229 at Clevenger’s Corner, according to the Culpeper County Sheriff's Office. As Fincham recalled, the ambulance was traveling east-bound on Route 211 '‘lit up like a Christmas Tree" with lights flashing and sirens blaring. But the Sperryville Emporium hung on. In a county that has come to be identified mostly with vineyards. organic produce and a world-famous inn. the Emporium - a touristy mini-mall represented a slice of what Rappahannock had once been. In terms of cost, the commission figures th ' “true cost" of driving a car may be as high as 88 cents per mile, adding up to $70.40 a day to travel from Warrenton to the District and hack. State regulations require that he guarantees the bus route for three years and undergoes a safety inspection by the Virginia State Ftalice twice a year Both Hromyak and Merriman see the program as a starting point to a program that could become much larger. “The grant will help subsidize the bus until it is viable and can stand on its own.' said Hromyak. “When that point comes, well hopefully start another bus at a slightly different tame." The idea is to continue to expand and offer additional service to different areas in die planning district, which includes Fauquier. Culpeper, Rappahannock. Madison, and Orange counties. “I think we have a really good core {pmp of people who are willing to utilize bus service," she said. “If you get one bus going and it’s working. then you start another bus. Loudoun County started with one bus and now has 35. All of these transportation programs started with one bus." Merriman sees plenty of opportunity for commuter buses as a way to connect workers in more rural areas with mil service or shuttle them directly to work. “We dont think we’ll see rail get past Prince William County" Merriman said. “Our five-year business plan is to bridge the gap. The ridership is going to be there because everybody is trying to save money. With multiple federal contracts already m place that require shuttling passengers around the city, Merriman said that the new service of bringing commuters into the city is an ideal situation for the company. The luxury buses the company operates. Merriman points out. cost $475,000. "We have 18 of them now. That’s 18 mortgage payments. We have to diversity," Merritnan said, though he added that business is good and the company is hiring new staff. Areas like Charlottesville and Culpeper offer lots of potential as they are home to commuters who currently have tew options when it comes* to getting to work. Mem man said. In fact, he is meeting with Culpeper County officials later this week in hopes of starting this commuter bus route there, before making pick ups in Warren ton. Not a week went by when we Learned that yet another honor is being given, this time to a student at Rappahannock County High School. On Tuesday — in a letter from Dr. Patricia L Wright, Superintendent of Public Education for the Commonwealth, of Virginia - RCHS senior Austin X Collins was informed that he had been selected to be one of two students to represent Virginia in the U. S. Senate Youth Program. This spring, Collins will travel to Washington to represent Virginia and Rappahannock County in a program that will take him and other students from across the nation to meet our national leaders including the President of the United States. * There must be something in the air out here. Whatever it is, we find this latest honor yet another reason to be proud of the people of this incredible community High honors are not only a reflection of specific individuals, but of the whole culture that has come to define Rappahannock County including our often overlooked public institutions. Without taking from any other excellent school in the county it is worth noting that Austin Collins attended all four years of his high school career at a public institution. /- • Our hats off to Dr. Robert Chapped and the staff at Rappahannock County Public Schools. We also would like to mention that Collins had Hie encouragement and support of the Headwaters Foundation and Next Step Director Miranda Hope, and that their dedfeation and tireless energy has helped to propel many more students to post secondary education achievement. Hope said she had only received the letter notifying her and Collins of the selection that day In the letter dated Dec. 4 from Dr. Patricia Wright. Superintendent of Public Instruction for the Commonwealth of Virginia, Wright said Collin's “strong academic ability, demonstrated service to the community and leadership skills,'’ were among the reasons he was selected for the program. Collins said he is “very excited” about the week-long program. which runs from March 7 to March 14. Participants last year toured the Capitol, White House. Supreme Court and the Pentagon; met with members of Congress, the Supreme Court, the French Ambassador and even the President. Hope said she had learned of the program through the Virginia Department of Education, and alter reading the requirements said to herself “AJ can do this.” She also said she thought the “odds were pretty slim” but still urged Collins to follow through with the application. She said Collins memorized every Virginia public official from the governor down to “notary publics.” Collins' focus at school has been almost exclusively academic - which he insists is “tun” - but his other activities include President of the Leo Club la junior affiliate of the Lions Club) and organizing Christmas caroling in nearby Washington. He is also captain of the Scholastic l^uiz Bowl team. Collins studies mostly in the library these days as the majority of his classes are advanced placement. He has a 4.0 grade point average and is on track tu be this year's valedictorian. Collins said that he already has been accepted with a lull scholarship at the University of Alabama, but that he is still waiting to near from several other colleges including Yale and the Massachusetts Institute of Technology Collins lives with his mother. In addition,, she said tourists would rather stay on the interstate than have to drive through Gainesville, then Warrenton to get on Route 211 where there is “no place to eat, no bathrooms”' and 211 is a “well' known speed trap.“ CKBannon-Hitt started working in her father's store as a bookkeeper in 197T. Iter father Maurice O’Bannon started the Emporium in the old Sperryville schoolhouse in 1970 — now The T,i«tk, a community center and tor' merty headquarters of the Faith Mountain Company which specialised in doth' ing, handcrafts, herbs, flowers and some antiques. The schoolhouse also was used briefly as a restaurant and retail out' let for Sunnyside Farm before owner David Cole abruptly shut down, sold the farm and left to grow pineapples in Hawaii. When her father died in 1995, O'Bannon-Hitt took ow the business? and in 1997 the Emporium moved from the school' house in Sperryviile to its current location as the last retail storefront before the park. The Emporium, as its name suggests. sells a variety of items: Furniture, pots and planters, garden statues ofbears. collector's items, moccasins, candy, fireworks, jam. souvenirs, all the stuff tourists seemed to like. But there have been fewer and fewer of them over the past decade. Statistics on visitors to the park are more general' ly reliable since 1996. according to Karen Beck' Hercog a Park Hanger and public affairs specialist at park headquarters in Luray. But estimating park visitors is not an exact science and metrics and measuring devices have changed over the years. Data for park visitors before 199®. said Beck' Herxog. is questionable. However, there is no doubt that park traffic has declined significantly over the past decade, she said, and comparatively, the number of visitors per year has dropped by nearly 500.000 between 1996 and £007 (the latest year from which data is available). By her estimates, that's a 26 percent drop in visitors. For O’Bannon-Hitt. that has had a direct impact cm her sales, O'Bannon-fiitt said she noticed that the traffic really started to drop after Wll, and that sales since 2901 have gone steadily downhill. Both O'Bannon-Hitt and Beck- Herzog suggest that the decline is the result of generational preferences more than anything^ else. Young people just don't seem to ecgoy the outdoors as their parents may have when they were younger Beck- Herrog pointed out that the drop in visitors to national parks is not limited to Shenandoah and that all the other parks are experiencing similar drops in the numbered'visitors. However the changing economic situation may be having some positive impacts on the number of visitors as families look tor places that are closer to home and less expensive. Noted among these are the county's vineyards* bed and breakfasts* The Inn at Little Washington — in other words* he said* the wine and cheese crowd is a lot different than the tourists who would stop by at the Emporium un the way to the park* One business that has managed to stay afloat - and that has operated in the county for more than 20 years - is The Glassworks Gallery on Route 211 in Sperryvilie not far from the Emporium. Owner Eric Kvarnes started his glass blowing business in 19B5 and in 1900 opened the big gallery that is there now - just at the time that Beck- Herzog said park traffic was begin' lujujf to fail. “t)ur traffic has remained fairly stable.' said Kvartws.
