(1) through June dU, upon adoption of Plan A by tbe owner, and subject to the further conditions outlined below. Federal indemnity will be allowed for reactors which have been held in Plan B or Plan D herd.
(A) Where it has not been possible to inform all cattle owners of the April 7 deadline in time for them to indicate their desires.
. (B) Where all owners have been fully informed and have requested such service but State and Federal cooperation officials have not been able to furnish the testing service required by the April 1st dead line.
(2) Federal indemnity will not be allowed for reactors which have been held in Plan B.| or Plan D herds and removed after June 30th, 1955, except in areas designated by State and Federal officials for Plan A testing (that is, testing everything in the area— county-wide work.)

The following herds may be tested at Federal Expense:
1. The initial test, provided the herd owner will adopt Plan A and B or the certified Herd Plan( no agreements required for herds of less than five cattle.) The initial test may be construed to mean a herd that has not been tested for Brucellosis at any time or one that was tested prior to November 1, 1953, with negative results except certified herds.
