Administration of the present program by local departments of public welfare is based primarily on Title 16 of the Code of Virginia. This law sets forth the responsibilities of the State Department of Welfare and Institutions and those of the local departments, the methods to be used in carrying out these responsibilities, and the standards of operation. This means that the local boards of public welfare have the responsibility for carrying out the programs in the localities, and they have to do this according to law and also according to regulations which the State Board of Welfare has made and continues to make. Eligibility requirements for each of the types of public assistance are stated in the statutes and must be complied with; local boards cannot make their own rules.
The members of your Board of Welfare feel concerned with the lack of understanding of State law and are looking for ways to help people get better acquainted with its duties as set forth in the law. They have thought that perhaps the members of the Board of Supervisors might be interested in attending the board of welfare meetings individually to talk things over and bring up any controversial cases they might want to discuss. Mr. A. H. Buckner, Supervisor of Hawthorne District, has been invited to attend the meet on April 24, 1966.
