1 An immediate issue 'arising from the aftermath of the bloody Hungarian revolution is this: Were the Hungarians misled by American propaganda into believing that they would receive our aid if they revolted?
Since 1947, Radio Free Europe, privately sponsored by U. S. donations, and the Voice of America, an actual organ of the United States government, have been beaming pro* t paganda broadcasts to the milions of people imprisoned behind the Iron Curtain. These broadcasts were aimed at promoting satellite freedom and independence. No sooner had the blood ceased to flow in Hungary, than Hie few escapees turned on the United States uttering bitter denounciations of what they termed empty American promises. We, in this country have no way of telling just how far these radio programs went in urging revolt or implying aid. Certain it is, the Hungarians expected outside aid, and expected it from us- Their calls for help were directed straight at the United States. As many editors have pointed out, such a fiasco .can only lead to apathy and disillusionment. The Russians undoubtedly will make much of this as an example of empty American promises. The situation should be investigated thoroughly and a complete, impartial report given the " American people. „
The first question, of necessity, gives rise to a second and more important one: What is the American policy toward revolt'against Russia by freedom loving peoples behind the _ Iron Curtain? There was the East German uprising of several years ago, then the Pozan riots, and now the Hungarian revolution. Each time a people has arisen against the Russian dictatorship, we have stood by idly, embarrased

Then we will know and those behind the Iron Curttin will know what course America will follow,when, as it surely must, the next eruption occurs. Events so far, lead us to believe that we have no such policy yet
