By Rep. Burr P. Harrison The 85th Congress has begun its first session in Washington, knd national legislation has started from scratch once more. All bills which were left pending when the 84th Congress adjourned last summer are dead. New bills, with new numbers, will be considered and rewritten in the committees and debated in the chambers. The headlines of controversy are likely to seem familiar, though, as many national issue have become hardly perennials.
