The Legislative Branch, however, has the Constitutional function of creating the basic law of the Republic, and citizens have a right to expect! that their lawmakers will give full and fair consineration to the. essential merits and shortcomings or each proposal, irrespective

As the lowering threat of an ultimate war continues to shadow ouf dailv lives, particular attention will be given to the President’s recommendations in the broad field of I national defense— a higher level of spending for atom* ir armament; more foreign aid. Most of us arr inclined to agree that avoidance of a global atomic slugging match is worth whatever it linav cost in collars. This should notj mean, however, that it is out of order to examine budget rinrreiises ;n an effort to determine whether we an buying protection of the most effective sort without being flagrantly wasteful. We should want. also, to assure ourselves, insofar <s is possible to do so. that foreign aid spending actually is contriburing to the overall economic and military vgor of the free world.
