For sometime, however, the Department of Labor has been a party ’ to’ the movement of migrant farm labor. Tfie United States Emphwment Service, an agency of the (ft£. partment, acts as a clearing house for 'available workers. When a state employment service cannot furnish sufficient local workers to our orchardists at harvest time, for example it asks the USES to find them elsewhere. If the USES cannot supply them from domestic areas, it clears the way for'hiring of foreign workers, who receive temporary permits to accept em. ployment in this country and return to their homelands on finishing the season’s work.
The new development is that the Department of Labor now wants to establish more 'Specific rules, including a requirement that the states requesting extra workers certify that the workers will be housed in (facilities meeting federal standards.
