While officials of the agency dislike the word, it is generally acknowledged that propaganda— or the dissemination of information intended to influence other people favorably toward us—is part of our foreign policy, as it is part of the diplomatic activity of feirtually all nations, on both sides of the Iron Curtain.
Throughout its existence, the USIS has been a storm center of criticism and controversy. It ha* been defended as an essential, and substantially effective, instrument for the neutralization of Soviet propaganda efforts around the globe. It has been Called, on the other hand, a wasteful and useless drain on the Treasury. History will have to make the true assessment of the role of USIS in the cold war.
