When director vjeorge v. .r\ilen came before the iHouse' Appropriations Committee to justify the request for funds for he USIS for the next fiscal year, he outlined what he regarded as the reason for his agency, in part, as follows: “Under all conditions, we would need to give an account of ourselves overseas. The need is particularly pressing in these times. Where political stresses and strains make normal, healthy interchange between people and between government difficult, the Agency needs to bend every effort to keep open the channels of information and of ideas. It needs to keep books, magazines, films and discussion before the, people of other countries. We need to show others an advanced, democratic nation in action. We need to demonstrate sympathy and understanding of social, economic and political problems. We need to give people everywhere a sense that here is one great active nation dedicated to Man’s best aspirations.”
Mr. Allen offered the Appropriations Committee some examples of what he regarded as successful efforts of USIS:
