The biggest chunk oi this money_$1,200 million_is for military assistance to countries presumed friendy. Another $695 million goes to help support in such countries larger armed forces than these nations could be expected to finance on their own. The idea is th$ in the last analysis, .these friendly forces are part of our own defense system. Other money provided in the bill includes $550 million for the Development Loan Fund. (Mr. Eisenhower had asked $700 million.) As explained in the budget:
"This fund finances loans, credits or guaranties to governments of underdeveloped nations or to organizations, persons or other entities to encourage the economic development of friendly nations. The fund is a source of financing for economic development which does not compete with either private investment capital or the ac, tivities of the Export-Import Bank of Washington and the International Bank for, reconstruction and Development.
