Despite its dry name. Guaranteed Energy Savings Pertormance Contracting is in feet a powerful, exciting concept in energy conservation. Hundreds of Virginias state agencies, colleges, and other public bodies have benefited from such contracts in recent years, along with a number of its cash-strapped public school districts—from small, rural Tazewell County to gargantuan Eairfex County (Eairfex, with over 235 different schools, awards contracts in bundles of 20 buildings at a time.) The Commonwealth encourages these contracts and helps localities navigate the process through its Division of Energy.
The model provides a way for (qualified energy service companies (called ‘ESCOs’* for short) to install energy-saving retrofits in public buildings with no upfront costs. On average, the retrofits save organizations 15 percent to 35 percent in avoided energy costs, according to the DOE'S Charlie Barksdale, who travels the state facilitating the projects. Payments for the retrofits are made out of the savings
