While Humsonburg architect John Mathers energy audit was usetul tn suggesting the scope and viability of a Performance Contract, neither the School Board nor the ESCO would rely on the Mather audit should Performance Contracting proceed, wntrary to what the article suggested. Also, as a point of clarity, the Virginia Resources Authority is not the contracting agency as the article stated, but a public financing body recently authorised to finance these contracts at a low interest rate.
The many fiscally-conscious and conservationtuinded readers of the Rappahannock News will • not be surprised to learn that this win-wui model lor reducing energy consumption is ginning broad support in Virginia as well as in many other states. It helps schools avoid energy, maintenance. and repair costs, reduce emissions, and upgrade comfort and interior air quality at no cost to local taxpayers. Thus model, not the list of capital projects, is what School Board member Wes Mills described as having "no downside" at the School Board meeting. To my mind, the only question is: wUl a qualified ESCO find enough energy savings m Rappahannock County Public Schools to proceed?
