SECRETARY OF STATE J..1 m Foster Dulles, in a recent speech, warned Euro pean nations it' they did not unite the Tint ed States would have to reconsider its policy toward Europe. Mr. Dulles was re ferring to the attitude of several members of the North Atlantic Treaty Organization, who have stalemated final agreement on a European Army by refusals to go along with the tentatively approved plan. In recent months, the attitude of both France and Germany lias discouraged America The French arc apparent l\ hesi tating to approve the Arnu plan because of a fear of a rearmed Germany, which would furnish units for the European Army, and the Germans are also showing a measure of dissatisfaction with the plan. The reaction to the Dulles speech in Paris was said to have been swift. Many French officials and many of the news papers thought Dulles' speech brutal and many T. S. reporters wrote that the speech was something of a shock in that country. Perhaps that is what is needed al this stage
