rriHE Eisenhower Administration proposed ^ that states be required to pay at least twenty-five per cent of the c<jst of drought and farm disaster relief programs. The proposal is, in effect, a state's rights pro posal which takes the Federall Government o t of the position of being Santa Glaus, doling out untold sums oT money to vari ous states when the states are often not helping themselves. The Federal proposal means that the U. S.
