If he is in a foreign country when he becomes 18 he registers with any United States diplomatic or consular office. After he registers, it is mandatory that a registrant keep his local board informed of any change m his address or change in statin, the chairman pointed out. This applies after he becomes 26 as vyell as before. Registrants, generally speaking, who are deferred after June 19, 1951, are liable until they are 3$. ,?v- /'p. ■
Mr Latham said he could not overemphasize the importance of the registrant giving his permanent home address as his place of residence when he 'registres at a board away from 'home, since the place of residence which he gives when registering determines the local board which will always have jurisdiction over him.
