In that we are handicapped |)y the fact that Congress has authorized government agencies, primarily the Department of Defense, to enter into long-range contracts which can’t well be canceled. For example. it takes five years to build a Forrestal type airplane carrier at a cost of 200 million dollars. Once it is started, we cannot profitably cancel the authorization.

If Secretary of State Dulles is right in saying that the threat to our ■security is the greatest in our history we cannot afford to cut our military establishment in a manner that will cripple its effectiveness. But, Cabinet of the top business brains in the nation, the Administration should be able to plan a military budget within the framework of a sound domestic economy. The preservation of our freedom will involve sacrifice but our ancestors sacrificed far more in winning it.
