EFFORT TO ENCOURAGE PRIVATE BANK LENDING
In 1932, when many large as well as small business concerns were facing failure because the great depression had made it impossible for them to obtain operating funds, the federal government established the Reconstruction Finance Corporation to help worthy borrowers.
The R.F.C. was acutely needed at that time and has served a useful purpose over the years but it has been subject to criticism because so large a proportion of its loans were concentrated in the hands of a fewr companies and because there was evidence that loans sometimes were based on political influence rather than the merits of the case.
In addition to this criticism there is an increasing feeling that the government should not "compete with private lending agencies and, as a result, one Banking and Currency Committee has been holding hearings on the bill of which Senator Byrd and I are joint sponsors to abolish the R.F.C.
