There may be justifiable exceptions to a policy under which each class of mail would pay its way, but 1 cannot believe that subsidized transportation of advertising material is one of them. It may be that citizens are willing to support out of their taxes some postal ser-' vices which they desire, but which cannot be provided on a self-supporting basis.
