I cannot believe, though, that the proper discharge of Congressional duties demands such elaborate facilities as are contemplated in building program now being pushed forward on Capitol Hill. Money for early stages of this work— $10,000,000 for the fiscal year beginning July 1 alone-T-was approved by the House several weeks ago without opportunity for a rollcall vote.
In looking over the details of this building and refurbishing spree, I get the impression that there is going to be an “open house” at the Treasury for architects, interior decorators, stonecarvers and wood-carvers.
The third House office building for example ,is estimated to cost $64,000,000. It should be an eyeopener at that price. It is planned as a four-story structure with five basements, one below the other, to provide underground parking space for up to 2,000 automobiles.
Why should a four-story office building, even a big one, cost $64, 000,000? Well, you can bet that this building will have some big pillars with fancy carved capitals. There will be a great de^l of marble used. The committee rooms will have a lot of expensive woodpaneling of the best quality. The designers will not use a $50 lighting fixture where a $5,000 crystal chandelier will do. Many artisans will be occupied many months car' ving curlycues to dress up the outside and inside of the building.
But that is not all. It is planned to remodel and redecorate the socalled New House Office Building at a cost of $9,500,(JK)0, making two-room suites into threeroom suites and building a twostory' cafeteria in the existing courtyard of this building—with a reflecting pool on top of it. The pool will be just for show, but it will be visible only from inside the building, which surrounds the courtyard.
